1. SOME CONFUSION ABOUT NATIONAL EDUCATION POLICY 2020 :

2. CONSULTATIONS TOWARDS NATIONAL EDUCATION POLICY :
  • In manifesto of government during elections 2014.
  • To grow your country you have to modify the education system.
  • National Higher education bill-2020 accepted by cabinet now it will be placed in parliament for acceptance.
  • In 1986 -Education Policy by Rajeev Gandhi & Now after 34 years biggest changes.
  • First committee "Committee for Evolution of the New Education Policy"in May 2016 was called by Thirumanilaiyur Sitapati Ramana Subramanian was an Indian bureaucrat who served as the cabinet secretary of the India from August 1996 to March 1998. He was the head to give recommendations on new education policies with 5 members but not accepted fully.
  • In June 2017 another committee "Committee fot the Draft National Education Policy" was called under Dr Krishnaswamy Kasturirangan who is an Indian space scientist who headed the Indian Space Research Organization from 1994 to 2003. He is presently Chancellor of Central University of Rajasthan and NIIT University. He is the former chancellor of Jawaharlal Nehru University and the chairman of Karnataka Knowledge Commission. He presented his point to government on 31 may, 2019 which as accepted by cabinet on 29 july 2020.
  • Jump to the Ministry of Education - Incumbent The Minister of Education, formerly known as the Minister of Human Resources Development (1985-2020), is the head of the Ministry of Education and one of the cabinet ministers of the Government of India. The current minister is Ramesh Pokhriyal.
  • National Education Policy 2020 has been formulated after an unprecedented process of consultation that involved nearly over 2 lakh suggestions from 2.5 lakhs Gram Pachayats, 6600  Blocks, 6000 ULBs, 676 Districts.

3.NATIONAL EDUCATION POLICY 2020 : TRANSFORMATIONAL REFORMS IN SCHOOL EDUCATION SYSTEM

  • Universal Access from pre-primary school to Grade 12

         Target to achieve 100% Gross Enrollment Ratio in school education by 2030.

  • Early childhood Care Education 

         Education for all children between 3-6 years by 2025.

  • Replacing 10+2 with 5+3+3+4

        After five years in pre-primary, students to aim at enhanced skills in new pedagogical system.

  • National Mission on Fundamental Literacy and Numeracy 

        Focus on early language and mathematical skills from Grades 1-3 by 2025.

  • Multilingualism and the power of language 

        Medium of instruction till Class 5, preferably till 8, to be home language/mother tongue.

  • Reforms in exams

         Board exams to be broken into two, to test core capabilities.

  • New National Assessment Centre PARAKH

         A standard-setting body for assessment of students pan-india.

  • Equitable and inclusive education

         Emphasis on socially disadvantaged, girls, socio-cultural identity children for education.

  • Teacher recruitment and career path 

         National Professional Standards for Teachers (NPST) to be developed by 2022 for teachers.

  • Standard-setting and Accreditation for School Education 

         State School Standards Authority to be set up in all States/UTs

  • Vocational Education 

         By 2025, atleast 50% of students to have exposure to vocational education.

4. NATIONAL EDUCATION POLICY 2020

  • Increase GER in higher education
          Aim to reach at least 50% by 2035 from 26.3%in 2018.
  • Holistic Multidisciplinary Education
          Multi-disciplinary holistic education at UG level in all fields.
  • Restructuring of UG and PG degrees
          UG degree to be of either 3 or 4 years, with certifications after each year.
  • Multidisciplinary Education and Research Universities (MERUs)
          To be setup in or near each district for promoting research in all fields.
  • Rationalized Institutional Architecture 
          HEI cluster/knowledge Hubs to be set up with each have 3000+ students.
  • National Research Foundation (NRF)
          To creat a culture of research that permeates through all universities.
  • Financial support for students
          Students from underprivileged classes to be incentivized per merit.
  • Open and distance learning to be expanded 
          To play a major role in increasing Gross Enrollment Ratio to 50%.
  • Motivated, Energized, and Capable Faculty 
          Clearly defined, independent & transparent process for hiring the right faculty.
  • Effective Governance and leadership in HEIs
          Graded accreditation and graded autonomy to achieve excellence in 15 years 
  • Regulatory Body 
         Higher Education Commission of india to be the single umbrella for higher education.
  • Teacher Education 
          A new, comprehensive National Curriculum Framework for Teacher Education to be formulated.
  • Technology in Education
          National Educational Technology Forum (NETF) to be formed to promote use of technology 
  • Adult Education
          Aim to achieve 100% youth and adult literacy by 2030.
  • Promotion of Indian languages
          HEIs to promote higher education in mother tongue/local languages.
  • Investing in the future
          Education sector to reach 6% of GDP at the earliest.     



5. CONCLUSION :

Industry experts and academics have welcomed the ‘New Education Policy’ and have extended their support and views with the change in policies and the addition of some new ones.

The new education policy announced today is trying to gear up for the changed education reality by extending flexibility, graded levels of autonomy and trying to increase the level of application knowledge along with a broader skill set. One major aspect to look out for will be how this policy is implemented.
